Propcom+ is a new, seven-year (2023-2030), rural and agricultural market development programme supporting climate-resilient and sustainable agriculture and forestry that benefits people, climate, and nature.
DevLearn provided technical support towards the design of a DCED-compliant MERL system enabling routine and periodic quality data collection, accurate complex results measurements, and data analysis; detailed data and result visualization; and the use of quality data for donor reporting, evidence-based decision making, and programme adaptive management.
Our exact scope included understanding the project and MERL requirements, developing a theory of change and logframe, developing indicator definition guidelines, and contributing to an overall MERL framework and manual.
