DevLearn supported TechnoServe in developing a systemic change assessment framework for the Sida-funded ReGenerate Rwanda programme, which aims to transform agriculture and promote off-farm employment in Rwanda’s Western and Southern Provinces.

Our work began with an options paper outlining different methodologies for assessing systems change. We then guided the implementation of two approaches: the Adopt-Adapt-Expand-Respond (AAER) framework and the Pragmatic Approach to systems change.

We also helped design systemic change strategies and baseline frameworks across three intervention areas: finance, skills, and trade. As part of capacity-building efforts, we delivered in-country training on how to track and assess systemic change at both the intervention and sector levels.
