DevLearn conducted an evaluation of the Monitoring, Evaluation, and Learning (MEL) systems for the LILA (Living Landscapes for Market Development) and MAVETA projects, both funded by SDC in Armenia. The evaluation aimed to assess the effectiveness and reliability of the current MEL system, examining whether it generated accurate, credible, and actionable results.

The evaluation focused on how data and results were captured, reported, and utilized to inform decision-making and adjust interventions. The outcome was a comprehensive report featuring a RAG (Red-Amber-Green) rating for each MEL process component, providing a visual summary of areas of strength, risk, and gaps. Additionally, the report included targeted recommendations for optimizing the MEL system’s performance and impact in Phase 2, with a focus on refining data collection, enhancing reporting protocols, and improving the use of insights for adaptive program management.
