DevLearn conducted an outcome harvesting evaluation for the Terwilliger Centre for Innovation in Shelter (TCIS), a unit of Habitat for Humanity focused on developing more efficient and inclusive housing market systems. The evaluation aimed to capture significant changes resulting from TCIS’s interventions and assess perceptions of the business models introduced through its labs and programmes.

The assessment covered India, Peru, and Mexico, with local researchers engaged in each country. Interventions ranged from promoting environmentally friendly construction materials to enhancing the housing labour force and improving financial access for low-income households.

The evaluation:
• Identified intended and unintended outcomes across the three countries.
• Analysed the causes of observed changes, including TCIS’s contribution and external factors.
• Extracted lessons and promising practices to inform future scale-up and regionalisation strategies.

Findings were consolidated into a learning-focused report, supporting TCIS in evidence-based programme refinement and decision-making
