DevLearn conducted an outcome harvesting evaluation for the Terwilliger Centre for Innovation in Shelter (TCIS), a unit of Habitat for Humanity working to build more inclusive and efficient housing market systems. The evaluation focused on TCIS interventions across India, Peru, and Mexico, including initiatives to promote environmentally friendly construction materials, enhance labour force inclusivity, and expand financial access for low-income households.

We recruited in-country researchers, conducted interviews with TCIS teams and external stakeholders, and analysed the findings to produce a learning-oriented report. The study:
• Identified intended and unintended outcomes across selected housing market systems.
• Analysed contributing factors, including the role of TCIS interventions.
• Extracted lessons and promising practices to inform future scaling and regionalisation strategies.
